    We recently made improvements to the Wisconsin Election Data Collection System (WEDCS) that we would like to share with you.  First, we updated the WEDCS chapter of the SVRS manual.  This updated chapter, along with all other current versions of SVRS Manual chapters is available on our website at http://gab.wi.gov/clerks/education-training/svrs-manual.  Chapter 21 of the SVRS manual covers WEDCS.

    • The new My Vote WI (http://myvote.wi.gov) site has been launched and has replaced the Voter Public Access (vpa.wi.gov) site.  All people will be redirected from VPA to My Vote WI.
    • When a military or permanent overseas voter uses My Vote WI to access their absentee ballot, the G.A.B. will be issuing the absentee ballot on behalf of the municipal clerk.
    • A communication describing the features of the My Vote WI site has been posted above.

    The Government Accountability Board (G.A.B.) sent out a communication to all military and permanent overseas voters who were listed in the Statewide Voter Registration System (SVRS) with an approved absentee application for the 2012 November General Election on Wednesday, September 19, 2012.  This communication informed them of the new My Vote WI website (http://myvote.wi.gov) that now offers them the opportunity to access their absentee ballot online.

    We are pleased to share with all county and municipal clerks some updates to the Canvass Reporting System (CRS) that have proven to be successful tools for reporting unofficial results on Election Night.  For the past three elections the G.A.B. worked with Waukesha County to develop a reliable process for reporting Election Night results.  The new process has worked well for Waukesha County, so we are offering it to municipal and county clerks for your respective consideration for using CRS for reporting unofficial results on Election Night.

    The My Vote Wisconsin website (http://MyVote.WI.gov) features a new online absentee ballot delivery management tool that facilitates a more efficient and effective service to our military and overseas voters.  It also has a new online voter registration tool that saves a voter’s information in a pending status until the printed and signed original form arrives in the municipal clerk’s office, which eliminates data entry issues.

  • Impending Report Regarding Hand Count of Ballots from the June 5 Recall Election

    It appears the Wisconsin Wave and Hand Count Votes Now Coalition, who have been conducting post-election hand counts of select reporting units for the June 5 Recall Election are planning to release a report describing their findings sometime before Election Day.  In a Senate Committee hearing at the Capitol last Thursday, they made reference to several unsubstantiated conclusions that will raise questions about the integrity of the voting equipment that will be used in next week’s election, as well as those who program the equipment.

    Background

    Municipal clerks are required by state law to take and report six hours of election training every two years to the Government Accountability Board.  Election training taken between January 1, 2011 and December 31, 2012 will recertify municipal clerks for the 2013-2014 term.  For new municipal clerks or clerks who lost their certification at the end of 2010, three of the six hours of training must be the Municipal Clerk Core Curriculum training class or the equivalent training taken at the Wisconsin Municipal Clerks Institute in Green Bay.

    The Government Accountability Board (G.A.B.) recently initiated a study regarding the impacts and costs of eliminating Election Day Registration (EDR) in Wisconsin.  The G.A.B. also received a request from the Legislative Fiscal Bureau to analyze how much it would cost the State if EDR were to be eliminated.  If this change is made to Wisconsin law, the State would immediately lose its exemption to the National Voter Registration Act of 1993 (NVRA) and certain provisions of the Help America Vote Act of 2002.

    A new update to SVRS was installed on Sunday, January 6, 2013.  This new update to SVRS includes several routine bug fixes, as well as a change to the Contest screen.  A new field for “Ballot Instructions” has been added to the contest screen to allow clerks to provide instructions to the voter on how to vote for a given contest.  The choices will appear in drop down and include things like Vote for One, Vote for Not More Than Two, etc.  These instructions will then appear on the ballots issued online to Military and Permanently Overseas voters using the My V

    Several Wisconsin clerks recently received public records requests from Logan Churchwell of Group for Change in Houston, Texas.  Because elections in Wisconsin are highly decentralized, we have written Mr. Churchwell a letter providing some clarification on the availability of the requested information.

    Many of the items Mr. Churchwell has requested are available to him through an SVRS Data Request, but some documents such as observer logs and complaints regarding incidents at polling places and suspected voter fraud are in the custody of local election officials.

    Many clerks have expressed concern about the timeframe for reporting election cost data through WEDCS and on the GAB-190 form. The primary concern is that most municipalities do not have all of their bills from an election within 30 days. County clerks have also expressed that it is difficult to bill municipalities for elections costs for similar reasons. As noted on SVRS Checklist III, in response to this growing concern, the G.A.B.

    On December 4, 2012 the Government Accountability Board (G.A.B.) sent a communication informing clerks that the G.A.B. will be performing the Post-2012 General Election Voter Record Maintenance and will be sending the Notice of Suspension of Registration postcards on behalf of municipal clerks. The process will be substantially the same process used in 2010 with some improvements based upon the experiences from 2008 and 2010.  This update is to inform clerks of some important dates related to the Post-2012 General Election Voter Record Maintenance.

    On April 15, 2013, the Government Accountability Board will be mailing Notice of Suspension of Registration Postcards to voters who are subject to the Four-Year Voter Record Maintenance.  These voters will be given a status of “Active – Suspended (4 Years Notice)” in the Statewide Voter Registration System (SVRS).  These voters will still show up on poll lists and, in all respects, function like any other Active voter until the voter responds, the postcard is returned as undeliverable, or the 30-day response deadline passes.

    The Government Accountability Board approved Election Systems & Software’s (ES&S) Unity 3.4.0.0 Voting System at its March 20, 2013 meeting.  Unity 3.4.0.0 is a paper-based Election Management System (EMS) for end-to-end election management.  Unity EMS allows jurisdictions to create and maintain a central database of election information, format and print paper ballots on demand, program election equipment, and collect and report election results.

    At its March 20, 2013 meeting, the Government Accountability Board accepted the recommendation of the Clerks Concerns Task Force and G.A.B. staff to better communicate to election officials why certain election information is required, as well as to help educate clerks on the distinction between legislative requirements (both State and Federal), and the G.A.B. policies implemented to meet those requirements.  This memorandum is intended to help clarify why certain information must be entered into SVRS, WEDCS, or other systems, and how that data is used.

    Following is an update regarding several voting equipment matters that the Board and its staff have completed recently or are currently working on.  The Board has granted conditional approval for the ES&S Unity 3.4.0.1 system and also authorized the staff to explore development of a pilot program for using the Prime III system at the 2014 spring elections.  Director Kennedy has also approved an application from Dominion Voting to update its GEMS software, and Board staff is working to complete testing of an update to Dominion’s Root SSL certificates for BallotStation 4.6
