MADISON, WI – The Wisconsin Government Accountability Board (G.A.B.) has announced the conclusion of a campaign finance investigation involving the 12th State Senate District, stemming from a complaint filed by the Republican Party of Wisconsin against Keep Our North Strong Political Action Committee, Holperin for Senate, and Jim Holperin. The complaint alleged that Keep Our North Strong PAC and the Holperin for Senate campaign committee engaged in improper coordination of political expenditures during the 2008 campaign, in violation of Wisconsin Statutes.
At its meeting of June 22, 2009, the Government Accountability Board reviewed the results of a staff investigation and determined there was no probable cause to conclude that Keep Our North Strong PAC, Holperin for Senate, and Jim Holperin engaged in improper campaign coordination. The Board has closed its investigation of the complaint.
In a separate but related matter, the Board announced that it had imposed a forfeiture in the amount of $500 against Keep Our North Strong PAC in March, 2009. The forfeiture was imposed due to the PAC’s failure to timely file an oath affirming that the committee was not acting in cooperation with any candidate prior to making independent expenditures advocating the election of Jim Holperin to the State Senate, as required by Wisconsin campaign finance laws. Keep Our North Strong PAC acknowledged that the oath was not timely submitted and subsequently filed the document with the Board.
In announcing these decisions, G.A.B. Director and General Counsel Kevin J. Kennedy stated, “These actions are consistent with the Board’s duty to thoroughly investigate complaints that are filed with it, to impose penalties when warranted, and to close matters when the facts do not demonstrate that a violation has occurred.”
