Delay in Checking Milestone #3 -- Please Read Carefully and Follow Through

Governor Scott Walker has ordered a Special Election for May 3, 2011 in Assembly Districts 60, 83, and 94. The Partisan Primary Election for the May Special Election will be held on April 5, 2011 in conjunction with the Spring Election. This changes the election set-up timeline in the Statewide Voter Registration System (SVRS) for the State for the April 5, 2011 Spring Election.

The Election Calendar lists March 2, 2011 as the first day for county clerks to check Milestone #3 in SVRS for the April 2011 Spring Election. This will be delayed until the late afternoon of Friday, March 11, 2011.

The Government Accountability Board cannot certify candidates for the Partisan Primary and Special Election until the period for challenging nomination papers has passed. Special Election candidates must be certified before Milestone #3 can be checked for the April 5, 2011 Spring Election. Counties must wait until the State has checked Milestone #3 before Milestone #3 can be checked at the County Level. The candidates for these Assembly Districts can be certified on March 11, 2011.

Counties and municipalities should be entering their contests and candidates into SVRS right now so all jurisdictions are prepared to check Milestone #3 as soon as the State does (see the Election Set Up Chapter in the SVRS Application Training Manual). The delay in checking Milestone #3 may interrupt some municipalities’ plans to print absentee ballot labels. Municipalities can have absentee envelopes prepared ahead of time but labels can not be printed until after the State checks Milestone #3. Please plan accordingly.
